▼ SP Vaid appointed J&K police chief   [12-30-16]

The Jammu and Kashmir government on 28 December 2016 approved the appointment of Dr Shesh Pal Vaid, Special DG, Coordination and Law and Order, as new Director General of Police.

Vaid, the 1986 batch Indian Police Services (IPS) officer of J&K cadre, will hold the office until October 2019.

He will succeed DGP K Rajendra, whose extended term of service will end on 31 December 2016.

Kumar was appointed as DGP of J&K in May 2014 and later was given an extension of three months during the unrest that occurred in the valley after killing of militant Burhan Wani.

His appointment was approved at a cabinet meet chaired by Chief Minister Mehbooba Mufti.

He is the second officer from Jammu to have risen to the post of Director General of Police.

MM Khajuria was the first person from Jammu to hold the position. He held the position in 1985.

Ex IAS officer Anil Baijal is set to be appointed as the 21st Lieutenant Governor of Delhi.

The approval for the appointment was given on 28th December 2016 by President Pranab Mukherjee.

Baijal is set to succeed Najeeb Jung, who will resign from the post of Delhi LG on 22nd Dec 2016.

Jung has resigned 18 months short of his tenure.

Anil Baijal is a 1969 batch IAS AGMUT cadre officer .

He is currently associated with the Vivekananda International Foundation.

A master's degree in arts from University of Allahabad, he is also an alumnus of the University of East Anglia.

He has also served as Home Secretary under the Atal Bihari Vajpayee government.

He also served as former Vice Chairman of Delhi Development Authority.

▼ AIADMK choses Sasikala as next General Secretary   [12-30-16]

Tamil Nadu’s ruling AIADMK chose VK Sasikala, a confidante of the late J Jayalalithaa, as its new General Secretary at its Executive Council meeting on 29th Dec 2016.

Sasikala, 60, was selected unanimously, making her the third General Secretary of the AIADMK after its founder MG Ramachandran and J Jayalalithaa, both of whom went on to become State Chief Ministers.

The meeting passed 14 resolutions, including the appointment of Sasikala as party General Secretary.

The resolution reads that Sasikala is appointed General Secretary till she is formally elected to that post in tune with party rule 20, clause 2.

Sasikala Natarajan is officially J Jayalalithaa’s successor.

With 37 MPs in Lok Sabha, AIADMK is the third-largest party after only Congress and the BJP.

Her appointment surely acquires significance at the national level.

Sasikala will now be the third most powerful woman in Indian politics, the first two being Sonia Gandhi and Mamata Banerjee.

▼ NYU Stern professor Viral V. Acharya, youngest deputy governor of RBI   [12-29-16]

Viral V. Acharya was on 26th Dec 2016 made the Deputy Governor of Reserve Bank of India (RBI). He is a professor of economics at New York University.

He will be joining the ranks of Vishwanathan, S S Mundra, R Gandhi as one of four Deputy Governors of RBI.

He will be serving under RBI Governor Urjit Patel.

He has served as the CV Starr Professor of Economics at the New York University Stern School of Business since 2008.

He has researched regulation of banks and financial institution, credit risk, corporate debt and asset pricing.

He has a lot of experience in the field of global finance.

In 2015, Acharya co-authored a research paper that analysed the precarious condition of public sector banks in India.

He was also on the International Advisory Board of Securities and Exchange Board of India.

▼ Death by China author, Peter Navarro to head White House National Trade Council   [12-23-16]

US President-elect Donald Trump named Peter Navarro, an economist who has urged a hard line on trade with China, to head a newly formed White House National Trade Council, the transition team said on 20th Dec 2016.

Navarro is an academic and one-time investment adviser who has authored a number of popular books and made a film describing China's threat to the US economy as well as Beijing's desire to become the dominant economic and military power in Asia.

Navarro, 67, is a professor at University of California, Irvine, and advised Trump during the campaign. He has authored several books including "Death by China: How America Lost its Manufacturing Base," which was made into a documentary film.

Navarro has also suggested a stepped-up engagement with Taiwan, including assistance with a submarine development programme.

He argued that Washington should stop referring to the "one China" policy, but stopped short of suggesting it should recognise Taipei.

China considers Taiwan a renegade province and has never renounced the use of force to bring it under its control.

Trump has also vowed to pull the United States out of the TPP, a free-trade pact aimed at linking a dozen Pacific Rim nations that President Barack Obama signed in February.

The president-elect has also vowed to renegotiate the NAFTA pact with Canada and Mexico, saying it had cost American jobs.

▼ Deepak Agarwal appointed CEO of Noida Authority   [12-22-16]

The Uttar Pradesh Government on 20th Dec 2016 appointed Deepak Agarwal, CEO of Greater Noida Industrial Development Authority (GNIDA), as the CEO of Noida Authority.

Deepak Agarwal will replace P K Agarwal, who was officiating as the CEO of Noida Authority.

P K Agarwal was given the charge of Noida after the Uttar Pradesh Government relieved senior IAS officer Rama Raman from the post on 25 August 2016.

However, P K Agarwal will continue to function as the additional CEO of Noida Authority.

Deepak Agarwal is a 2000-batch IAS officer of UP cadre.

He has been the GNIDA chief since September 2015.

From February 2009 to March 2013, he was posted as the district magistrate of GB Nagar.

▼ Anil Dhasmana next RAW Chief, Rajiv Jain appointed IB head   [12-19-16]

Anil Dhasmana and Rajiv Jain were appointed as the next chiefs of Research and Analysis Wing (RAW) and Intelligence Bureau (IB), respectively.

Dhasmana and Jain will succeed Rajinder Khanna and Dineshwar Sharma. Both the officers will have a tenure of two years.

Considered to be an expert in Balochistan affairs, Dhasmana will take charge as the new chief on January 30, 2017.

The 1981-batch Madhya Pradesh cadre IPS has expertise in domain of Balochistan, counter-terrorism and Islamic affairs.

He also has a vast experience on Pakistan and Afghanistan. He has served in key capitals, including London and Frankfurt and has also handled SAARC and Europe desks.

Jharkhand cadre IPS officer Rajiv Jain was appointed as the new chief of Intelligence Bureau (IB). Jain, who is at present serving as the Special Director in the IB, will take over on January 1 after the incumbent Dineshwar Sharma completes his two-year tenure on December 31.

He was earlier state intelligence bureau head for Delhi and Ahmedabad.

He is a recipient of President's Police Medal.

The 1980-batch officer has served in various departments of the IB including the sensitive Kashmir desk.

▼ Air Marshall Birender Singh Dhanoa : Next Air Force Chief   [12-19-16]

Air Marshal Birender Singh Dhanoa, a Kargil war veteran, was announced as the next Air Force chief. He will succeed incumbent Air Chief Marshal Arup Raha who relinquishes the office on December 31.

Commissioned in the IAF in June 1978 as a fighter pilot, he is a Qualified Flying Instructor and has flown various types of fighter aircraft in his distinguished career.

During the Kargil operations, he commanded a fighter squadron and himself flew numerous night strike missions over mountainous terrain.

Air Marshal Dhanoa has the distinction of having held a number of important operational appointments including Station Commander of a fighter base and leader of an Indian Military Training Team abroad.

He has also served as Chief Instructor (Air) at the Defence Services Staff College, Wellington, Assistant Chief of the Air Staff (Intelligence) at Air Headquarters, and Senior Air Staff Officer of two operational Commands.

Prior to being appointed Vice Chief, he was Air Officer Commanding-in-Chief of the South-Western Air Command.

▼ Lt. Gen. Bipin Rawat is new Army chief   [12-19-16]

GoI on 17th Dec announced Lt General Bipin Rawat would be the new Army Chief, superseding two senior-most Lt Generals, Praveen Bakshi and P M Hariz.

The only other time the senior-most officer has not been appointed Chief was in 1983, when Lt Gen S K Sinha was overlooked for the post in favour of Gen A S Vaidya.

Lt Gen Rawat, who is currently Vice Chief of Army Staff, will take over as the 26th Chief after Gen Dalbir Singh retires on December 31.

Lt Gen Rawat is an Infantry officer, having been commissioned in the Fifth Battalion of the Eleven Gorkha Rifles.

Lt Gen Bakshi, who heads the Kolkata-headquartered Eastern Command, is from the Armoured Corps. The Armoured Corps and Infantry are both fighting arms.

Gen Shankar Roy Chowdhury was the last Armoured Corps officer to be Army Chief (1994-97).

Lt Gen Hariz, who is from the Mechanised Infantry, heads the Pune-headquartered Southern Command.

Commissioned in the Army in December 1978, Lt Gen Rawat commanded an Infantry battalion along the Line of Actual Control in the Eastern Sector, a 5 Sector Rashtriya Rifles, and 19 Infantry Division in the Kashmir Valley.

As Brigadier, he also commanded a multinational brigade in the UN peacekeeping mission in the Democratic Republic of Congo, where he was twice awarded the Force Commander’s Commendation.

Prior to taking over as the Vice Chief, he was GOC-in-C, Southern Command, at Pune.

It has been a convention that the new Army chief is announced 60 days before the incumbent retires.

▼ Sunil Arora : New DG &CEO of Indian Institute of Corporate Affairs   [12-19-16]

Ex Information and Broadcasting Secretary Sunil Arora was on 15 December 2016 appointed as the Director General and Chief Executive Officer of the Indian Institute of Corporate Affairs (IICA).

Arora’s appointment was approved by the Appointments Committee of the Cabinet (ACC).

He will serve the office for a period of five years or till attaining 65 years of age or until further orders, whichever is the earliest.

Sunil Arora is an Indian Administrative Officer (IAS) of 1980-batch of Rajasthan cadre.

He is retired as Information and Broadcasting Secretary and presently serving as an Advisor at Prasar Bharati.

He also served as Joint Secretary in Ministry of Civil Aviation during 1999-2002.

▼ VK Sharma appointed LIC Chairman   [12-16-16]

GoI has appointed V K Sharma as the chairman of state-owned Life Insurance Corporation (LIC) for five years.

Sharma, who is the managing director of LIC, was acting as chairman since September 16 when the then chairman S K Roy was relieved of his duties.

The Appointments Committee of the Cabinet (ACC) has approved the proposal of the Department of Financial Services for appointment of VK Sharma, MD, LIC, as chairman, LIC in fixed pay of INR 80,000 (pre-revised) for a period of five years from the date of notification of his appointment or up to the date of his superannuation, or until further orders.

Sharma who joined the body as a direct recruit officer in 1981, served as the CEO of its mortgage subsidiary LIC Housing Finance and zonal manager in charge of the south zone.

V G Kannan took charge as Chief Executive of the Indian Banks’ Association (IBA).

He succeeds M V Tanksale who resigned from office as Chief Executive on August 9, 2016 after for three years

Kannan had retired as Managing Director & Group Executive (Associates & Subsidiaries) of State Bank of India on July 31, 2016.

IBA is a self-regulatory organisation of banks.

The 70-year old body has 237 members comprising public sector banks, private sector banks, foreign banks having offices in India, co-operative banks, regional rural banks, and all India financial institutions.

It aims to promote and develop in India sound and progressive banking principles, practices and conventions and to contribute to the development of creative banking.

It also works to render assistance and to provide various common services to members and to the banking industry; to develop and implement new ideas and innovations in banking services, operations and procedures.

Indira Nooyi has just joined Trump’s advisory council.

The group, which includes numerous other top business leaders, aims to give industry input on the private sector to Mr. Trump, who takes office on January 20, 2017.

Indian-American PepsiCo CEO Indra Nooyi has joined Donald Trump's Strategic and Policy Forum that aims to assist the president-elect in implementing his economic agenda, the presidential transition team said on Wednesday.

Chennai-born Nooyi, 61, is the only Indian-origin executive in the 19-member President's Strategic and Policy Forum, which was first announced early this week.

The other corporate bigwigs to join the forum are Uber CEO Travis Kalanick, and SpaceX and Tesla chairman Elon Musk.

▼ Lt. Gen Naveed Mukhtar - New ISI Chief   [12-13-16]

Pakistan's new army chief General Qamar Javed Bajwa on 11th Dec 2016 removed the head of the country's spy agency ISI.

Gen Bajwa, who took over from Gen Raheel Sharif two weeks ago, appointed Lt Gen Naveed Mukhtar as DG of the Inter-Services Intelligence (ISI), replacing Lt Gen Rizwan Akhtar, the army said in a statement.

The new ISI chief Lt Gen Mukhtar possess a vast experience in the field of intelligence and has headed the counter- terrorism wing of the spy agency in Islamabad.

He was commissioned in the Armoured Corps regiment in 1983.

A graduate of the Command and Staff College Quetta, National Defence University Islamabad and War Course USA, Lt Gen Mukhtar had also commanded a mechanised division.

Lt Gen Bilal Akbar has been appointed Chief of General Staff while Lt Gen Nazir Butt - presently President of the NDU - has been appointed Corps Commander Peshawar (11 Corps), replacing Lt Gen Hidayat-ur Rehman, who was appointed Inspector-General Training and Evaluation (IGT&E) at General Headquarters (GHQ).

Among other changes he undertook on Dec 11, Lt Gen Asim Salim Bajwa, presently heading army's media wing, has been appointed Inspector-General Arms (IG Arms) at GHQ.

The newly-promoted Lt Gen Hamayun Aziz has been appointed Inspector General C&IT at GHQ, while Lt Gen Qazi Ikram has been appointed Chief of Logistic Staff at GHQ.

Lt Gen Sher Afgun has been posted 31 Corps Commander which is based in Bahawalpur near the Indian border, while newly Promoted Lt Gen Muhammad Afzal will continue as DG FWO and Lt Gen Naeem Ashraf has been appointed Chairman Heavy Industries Taxila (HIT).

US President-elect Donald Trump named the CEO of Exxon Mobil Corp as the country’s top diplomat, signalling close ties to the Russian government.

Word of Rex Tillerson’s possible appointment comes as U.S. intelligence analysts have concluded that Russia intervened in the 2016 election to help Mr. Trump win the White House.

The option of Mr. Tillerson further stocks Mr. Trump’s Cabinet and inner circle with people who favour a soft line toward Moscow.

Mr. Tillerson (64) has fuelled Exxon’s expansion in Russia for decades and opposed U.S. sanctions imposed on Russia for its seizure of Crimea.

Russian President Vladimir Putin honoured Mr. Tillerson with Russia’s Order of Friendship, one of the country’s highest civilian honours.

Trump would also name John Bolton, a former US Ambassador to the United Nations, as Deputy-Secretary of State.

In 2011, Exxon signed a deal with Rosneft, Russia’s largest state-owned oil company, for joint oil exploration and production. Since then, the companies have formed 10 joint ventures for projects in Russia.

▼ Meet Rafia Qasem Baig - Pakistan’s first female Bomb Disposal Unit officer!   [12-12-16]

29-year-old Rafia from Khyber Pakhtunkhwa has become the first Pakistani female to join the Bomb Disposal Unit (BDU) in the restive province that frequently witnesses terror attacks.

Rafia Qaseem Baig, who joined police force as a constable seven years ago, will work in BDU after completing her 15-day training along with 31 other male members at Nowshera's School of Explosive Handling.

During her training, she will learn about the types of bombs, their identification and ways to defuse them.

Rafia, who belongs to a highly educated family, said a blast near a sessions court seven years ago motivated her to join the force.

Rafia chose to join police force in Khyber Pakhtunkhwa province when extremists were overtly targeting security forces.

Rafia was also the only female member of an investigation team that rescued Lady Reading Hospital physician, Dr Intikhab Alam, 48 hours after his abduction in 2010.

More than 600 ladies are serving in the Khyber-Pakhtunkhwa police department in different capacities from junior clerk to deputy superintendent.

▼ Terry Branstad appointed US next ambassador to China   [12-9-16]

China has welcomed the appointment of Terry Branstad - the Governor of Iowa who is well connected with the Chinese political elite - as the next ambassador of the United States to China.

Appointment has been met with approval from China.

This is after U.S. President-elect Donald Trump broke from convention established since 1979, and took a congratulatory call from Taiwan’s President, Tsai Ing-wen.

That upset Beijing as it brought into question Mr. Trump’s commitment to the One-China policy, which does not recognise Taiwan as a separate state.

Mr. Branstad has long developed a close relationship with China, having visited China multiple times.

AirAsia on 5th December 2016 announced the appointment of Amar Abrol as its Managing Director. This is in addition to his role as Chief Executive Officer (CEO).

Abrol was appointed as the Managing Director following the company's board meeting held on 29 November 2016.

▼ India’s first Sikh CJI is Jagdish Singh Khehar   [12-7-16]

India will get its first Chief Justice from the Sikh community in 2017 as Justice Jagdish Singh Khehar will be sworn in as new CJI on Jan 4, 2017. The process for his appointment as the new CJI will be set in motion by current CJI TS Thakur.

This is in concordance with the CJI being succeeded by the senior most SC judge.

Justice Thakur retires on January 3. In his letter to law minister Ravi Shankar Prasad, Justice Thakur described Justice Khehar as a competent and worthy successor.

With this, 64-year-old Khehar has become the first CJI besides President Giani Zail Singh and PM Manmohan Singh to occupy the top posts as a Sikh in the nation.

Justice Khehar will have a tenure from Jan 4 to Aug 28.

He was known for negating the National Judicial Appointments Commission.

This body was set up by constitutional amendment unanimously passed by Parliament to select judges for the SC and HCs.

Justice Khehar also headed a bench which created history by restoring the Congress government headed by Nabam Tuki to power in Arunachal Pradesh even after it was dismissed and President's Rule was imposed.

The Appointments Committee of the Cabinet, headed by Prime Minister Narendra Modi, cleared the appointments of as many as 11 senior-rank officials on Dec 5.

B.S. Bhullar, a 1986-batch IAS officer, has been appointed chief of the Directorate General of Civil Aviation (DGCA).

Other appointments include the following:

  • Vaduvendra Mathur, Chairman and Managing Director of Exim Bank, has been shifted to NITI Ayog as Additional Secretary.
  • Malini Shankar, a 1984-batch IAS officer from the Maharashtra cadre, has been appointed Director-General, Shipping, in the Shipping Ministry.
  • P.V. Ramesh Babu, a 1985-batch officer from Andhra Pradesh, has been appointed Chairman and Managing Director of Rural Electrification Corporation.
  • Rabindra Panwar, has been shifted from the Defence Ministry and appointed Additional Secretary and Financial Adviser in the Home Ministry.
  • R.K. Vats from West Bengal has been brought on Central deputation for appointment as Additional Secretary in the Health and Family Welfare Ministry in place of K.B. Agarwal, a 1985-batch officer from the Jammu and Kashmir cadre, who has been returned to his parent cadre.
  • 1986-batch officer, Anshu Prakash, has been moved from the Department of Heavy Industries to the Ministry of Rural Development as Additional Secretary and Financial Adviser.
  • Indian Revenue Service officer, Madhu Mahajan, as Member Secretary of the National Commission for Women, and an Indian Economic Service officer, Nagesh Singh, as Additional Secretary in the Union Ministry of Rural Development were also appointed.

Trump announced that he planned to nominate former Goldman Sachs executive Steven Mnuchin as his Treasury secretary and billionaire investor Wilbur Ross to lead the Commerce Department.

Trump chose Betsy DeVos to be secretary of education and Elaine Chao, the wife of Senate Republican Leader Mitch McConnell, to be transportation secretary.

Trump also has turned to retired Marine Gen. James Mattis to be secretary of defence.

Susan Kiefel has been named Australia’s first female High Court chief justice - ending 113 years of men leading the nation’s highest court.

She will become the Chief Justice of Australia on 30 January 2017. She replaces Robert French.

The Turnbull government appointed serving High Court Justice Kiefel to the role .

Brisbane-based Federal Court Justice James Edelman (42) will replace her as a puisne judge – a judge other than the chief justice.

Senior IAS officer MM Kutty was on 29th Nov 2016 appointed the Chief Secretary of Delhi.

He replaced KK Sharma who was transferred to the Union Ministry of HRD as OSD or officer on special duty.

Union government has sent back Kutty to his parent UT cadre before completing of tenure of Central deputation.

IAS officer also served as Principal Secretary to the Former CM of Delhi Sheila Dixit and was the Additional Secretary in the environment ministry prior to this appointment.

He has also been the Finance Secretary in the AAP government.
