The development plan should be in sync with the functional and technical specification in regards to what is to be built. It acts as a guideline and a set of recommended processes which are to be followed throughout the development of the solution. One of the major purposes of development plan is to describe the delivery strategy. i.e. how the delivery channel will be set up for the solution. It also encompasses the information regarding development and build environments and how to manage them. It lays out the process for daily builds, scheduling of builds, the roadmap for building the solution progressively.
