Deendayal Upadhyaya Gram Jyoti Yojana To be Launched In Rural India


The Union Government approved the launch of the Deendayal Upadhyaya Gram Jyoti Yojana/ DUGJY for providing rural electrification across homes in Indian villages. The decision regarding this was taken at a Cabinet meeting chaired by Indian PM Narendra Modi in the capital city. The decision was also taken to merge the current ongoing Rajiv Gandhi Gramin Vidyutikaran Yojana/ RGGVY with the DUGJY scheme.

Two Components of the DDUGJY Scheme

The Deendayal Upadhyaya Gram Jyoti Yojana has the following components:

• Agricultural and non agricultural feeders will be separated for the effective rostering of supply to consumers in rural areas which are agricultural and non-agricultural
• Strengthening as well as augmentation of sub transmission and distribution infrastructure in rural areas. This includes metering of distribution transformers/consumers/feeders.

The cost of implementing the 2 components of this scheme will be INR 43033 crore and this includes required budgetary support of 33453 crore rupees from the Union Government within the entire period for implementation.

Balance work pertaining to rural electrification will continue as per CCEA’s approval given in August 2013 with norms of ongoing scheme of RGGVY in the 12th and 13th plan will now come under the DDUGJY scheme as a distinct component for electrification of rural areas. CCEA has approved the scheme cost of 39275 crore rupees including budgetary support of INR 35447 crores.

The outlay will be carried forward for a new scheme of DDUGJY in alongside a massive outlay of 43033 crore rupees.

Areas of Impact for the Scheme

The scheme will help in improvement of power supply in rural households as well as reduction of peak loads. There will also be improvements in billed energy based on metered consumption and access of electricity to rural households.

Process of Sanction

The process of sanction of projects will begin immediately as per the Cabinet’s decision and the projects will be awarded by State Power Departments. Projects should be completed within 24 months from the date of the award.

This scheme will benefit rural households considerably. Considering that load shedding is still rampant in many parts of the country, effective implementation of schemes are needed so that power troubles for millions of Indians ceases. Power is very important for growth and development and a symbiotic relationship exists between the two. Eventually, the aim should be to use clean energy as well for daily household needs as this can then lead to pollution free and healthy living. Using renewable energy is also likely to overcome troubles associated with shortage of coal.
