It falls under the State List. Entry 28 of the Seventh Schedule brings markets and fairs under the ambit of the State. The Centre cannot issue ordinances on it. The State however can issue an ordinance on this issue as a measure to fight the stay given by the Supreme Court. This sport is seen in Tamil Nadu during the harvest season as a part of Pongal celebration.
