Financing Agreement for National Cyclone Risk Mitigation Project: Overview

Question: World Bank has recently offered assistance for the National Cyclone Risk Mitigation Project. Elaborate on the same.

NCRMP-I

- Financing agreement for World Bank/IDA assistance of USD 104.00 million for additional financing under the NCRMP-I was signed between the GoI and WB

- Additional Financing under NCRMP-I is for reducing vulnerability to cyclone and other hydro meteorological hazards in AP and Odisha

- The project aims at direct and indirect benefits for coastal communities in the two states

- It will also result in improved access to emergency shelter and evacuation against wind storms , flooding and storm surge in areas experiencing high risk

NCRMP-II

- Financing Agreement for World Bank/IDA assistance of USD 308.40 million has been signed between GoI and World Bank

- Project agreement was signed in states of Goa, Gujarat, Karnataka, Kerala, Maharashtra and West Bengal

- Objective of NCRMP-II was to reduce vulnerability to cyclone and hydro meteorological hazards of coastal communities

- This programme is being implemented in Goa, Gujarat, Kerala, Karnataka, West Bengal and Maharashtra

- Project benefits coastal communities in target states from cyclone risk mitigation infrastructure and early warning systems

- Technical assistance will be financed by World Bank for strengthening multi hazard risk management at the level of India and improving quality of available information on multi hazard risks for decision making across the nation

Facts and Stats

The NCRMP-I project has four components:

i. Early Warning Dissemination System (EWDS) and Capacity building for coastal communities;
ii. Cyclone Risk Mitigation Infrastructure;
iii. Technical Assistance for National and State Level Capacity Building on Disaster Risk Management;
iv. Project Management and Implementation Support.

NCRMP-II has 4 following components:

i. Early Warning Dissemination Systems;
ii. Cyclone Risk Mitigation Infrastructure;
iii. Technical Assistance for Multi-Hazard Risk Management; and
iv. Project Management and Implementation Support.
