Likely can be used as an adjective or an adverb. If it is used as an adjective, it has a comparative and superlative form too e.g. likelier and likeliest. It means apparently, or suitable or promising.

E.g.

It is most likely that she will chose the green dress.

Or, As she left home late, it is likely that she will not reach on time.

Likely to means something that can probably happen or might happen or be true.
