Proposal to reserve locals' seats in DU


Delhi University is one of the coveted universities and prides itself in attracting best talent from across the country. Recently DU made into ALMA Mater index of universities that have contributed prominent CEOS to the world. Students from different corners of the country seek admission there and thus it endorses a diverse culture.

For

-Arguments from Delhites and Delhi tax payers for the proposal can't be ignored since they are finding it difficult to get seats for their wards as outsiders are crowding them.
-Marks and grading disparities across universities of different states is sending cut-offs soaring and thus Delhities despite having being exposed to best quality schools are finding it impossible to book a seat in DU.
-Every state has the rights to provide best service to their tax payers and thus demands for reservation for local students looks deserving.

Against

-Call for domicile reservation would destroy meritocracy that DU boasts of.
-Delhi government is contemplating such move as assembly election is approaching. This looks like a vote bank politics and such proposal is only to gain electoral brownie points.
-Instead government can work out to increase the number of seats to accommodate more students.

Conclusion

There is nothing wrong in gifting more facilities to the tax payers, but shielding outsiders from getting admission would kill brand DU. Diverse environment at DU is adding not only glitz and glamour but also quality of talents. Delhi government should work out to improve more number of seats to accommodate more talents.

    - The first loyalty of a public university must be towards their in-state students.
    - Reserving seats for Delhiites is a best way of achieving and maintaining the standards of DU.
    - Local students are being crowded out by non-resident students in DU. Thus more seats should be reserved for local students.
    - It is the demand of Delhi’s taxpayer. They find it impossible to get their children admitted into their local universities as the outstation students from much more sloppy school systems with their highest scores send the cut offs soaring and then shove the Delhiites out of the picture. This is unfair on the part of local students.
    - Grade inflation of students from other states is also a reason for reserving seats in DU for in-state students.
    - Delhiites should not be penalised for not keeping up with the grade inflation elsewhere. Otherwise the DU’s standards will also start to sink sooner or later.
    - This same practise also prevails in world’s most successful universities. For example, In US seats are reserved for in-state residents. As well as the tuition rates are highly discounted for them.

    Against:

    - This proposal by Delhi government is ignoring the fact that Delhi University is a central University. Being a central university it cannot reserve seats for local students.
    - This step will also destroy meritocracy in the premier institutions.
    - This move before the Delhi assembly election is merely an effort by Delhi government to gain votes from young voters of the state.
    - DU is already bound by central reservation quotas. Addition of a local quota over and above will adversely affect university’s infrastructure and quality of education.
    - Instead of having seat reserved for local students, we should have more universities.
    - Grade inflation of students from other status can be neutralized by factoring it adequately into DU’s admissions policy.
    - DU has always attracted the best talent from across the country. But this move of domicile reservations would go against the character of DU.
    - DU is a coveted brand because of its diversity and heterogeneous academic environment and it should keep it by waning this proposal.
