In hybrid equivalent model, the parameter 'h12' represents the ratio of input voltage to output voltage especially by keeping input current equal to zero. Since it is a ratio of voltage levels, it is unit-less parameter.

It is generally obtained by open circuiting the input terminals & hence also regarded as open circuit reverse transfer voltage ratio.

The h-parameters (h11, h12, h21, h22 ) associated with two port devices represent input impedance, voltage ratio, current gain and output conductance.

As all the h-parameters represent different quantities, their units are also different.
