    Max value of restriking voltage = 2 * Epeak
    RMS value of pH voltage=11/v3= 6.35
    E peak = v2*6.35= 8.98
    Max value of restriking volage= 2*8.98 = 17.96

    The peak re striking voltage is given by:
    V = v3 * line voltage * reactance * capacitance
    In this case, the line voltage is 11 kV, the reactance is 3 ohms, and the capacitance is 0.01 µF. Plugging these values in, we get:
    V = v3 * 11 kV * 3 ohms * 0.01 µF
    = 17.96 kV

    So the correct answer is b.
