    - This plan describes how the skills of the participants will be developed.

    - Developing a project staffing plan involves selecting and assembling a project team.

    - The staffing plan specifies when and how to meet the requirements for staffing the project.

    - During recruitment the software organization, project sponsor and the project manager ensure that the team members with the appropriate experience and skills are selected but during the various phases of the project, members may need different technical and behavioural enhancement.

    - This plan helps in describing what way the skills and experience of the project team members will be developed.

    - The important points to be considered while making this plan is to lay out and document for details for acquiring the staff specifying the duration for which the staff will be needed the skills required to complete the project and set of training required by the existing staff.
