The function of offering the trade-off between operational and engineering requirements is known as 'Evaluation & Decision'. The necessity of taking decisions throughout the entire phase specially depends on the design phase.

As far as commercial aspect is concerned, several approaches can specify the trade-off which consists of systematic approach of decision, process flowchart of trade-off and the trade study tree.

Generally, systematic approach is preferred to the greater extent for commercial trade-off. But, from the application point of view, tree approach is used in real technical world trade while the process flowchart is adopted for bridging purpose.
