The property of a fluid which offers resistance to deformation under the action of shear force is called as viscosity or dynamic viscosity. The coefficient of dynamic viscosity is denoted by μ.
Consider the behavior of two layers of fluid moving one over another at a certain distance. The upper layer has more velocity than the lower layer. This upper layer of higher velocity tries to move the lower layer with the same higher velocity, but the lower layer with lower velocity opposes the motion of upper layer. This causes shear stress and this resisting property of liquid is called as viscosity.
