    Secondary standards find their existence by considering the primary standards.Since the secondary standards are established by safety & protection agencies, the U.S. EPA has also established national primary drinking water regulations.

    These regulations assign obligatory standards of water quality especially for drinking water contaminants.
    Therefore, secondary standards are regarded as enforceable standards & hence called as 'Maximum contaminant levels' or 'MCLs'.

    MCL can be treated as the maximum allowable quantity of contaminant present in drinking water supplied to consumer. The main intention in an establishment of MCL is the protection to public health from the perspective of drinking water.
