Are there any chances for a Participative Management to fail?

Participative management is an effective decision making tool. But it can fail if the managers implement it in the wrong way. Also, it can fail in very huge organizations as it is difficult to implement it in various levels of hierarchy. Old employees are not adaptable to changes immediately. Decisions can fail if there is a misunderstanding among the team members. The managers should consider this as their job responsibility & work accordingly rather than being an authoritative personality.
