The Pradhan Mantri Kaushal Vikas Yojana was given an approval with an outlay of INR 1500 crore

Features

• This is the flagship scheme for imparting skill training and development for the youth

• This scheme will be implemented by the new Ministry of Skill Development and Entrepreneurship through NSDC or National Skill Development Corporation

• Scheme has been formulated for coverage of 24 lakh persons

• Skills training will be conducted under the NSQF or National Skill Qualification Framework and standards established b the industry

• As per this scheme, monetary reward is provided to trainees for assessment as well as certification of third party assessment bodies

• Average monetary reward is pegged at INR 8000 per trainee

• From the total outlay of INR 1120 crore associated with skill training of up to 14 lakh youths, special stress will be provided for recognition of prior learning for which NR 220 crore has been provided

• Awareness building as well as mobilisation efforts are also the focus of these scheme for which an outlay of INR 67 crore has been given

• Mobilisation via skill melas at local levels also falls under this scheme; melas to be organised with participation of state governments, municipal bodies, PRIs/panchayati raj institutions, as well as community based organisations

• Allocation of INR 150 crores has been made for training youths from the north east

• Skill training is to be conducted through demand assessed on the basis of studies for assessing gaps in skill development

• Such research is to be conducted by the NSDC for the period 2013-2017

• Consultations will also be held between industry and businesses for assessment of demand of central ministries departments and state governments

• Skill development under this scheme will be allied with Make In India, Digital India, National Solar Mission and Swacch Bharat Abhigyan

• Skill training under this scheme is to focus on first time entrants in the job market and it will target Class X and XII drop-outs

Facts and Stats

• The scheme is implemented via NSDC training partners

• NSDC currently has 187 training partners with over 2,300 centres

• Central/ state government affiliated trainers will also be used for imparting skills as part of this scheme

• Trainers will undergo a due diligence before being enrolled in the skills training programmes as instructors

• Focus under this scheme will be on improvement of curricula, skilled pedagogy and more well trained instructors

• Training imparted under this scheme includes good work ethics, soft skills, grooming etc

• Sector Skills Councils and state governments will also monitor training and skill development under PMKVY

• Skill Development Management System will verify and record details of training centres

• Biometric system as well as video recording of training process will also be in place

• Robust grievance redressal system and online citizen portal also form part of this scheme
