No, each section will be timely separated. Once a section ends, candidates can no longer go back to it. A candidate can only move back and forth inside a section.

Can a candidate start the second section if he has finished the first section before the completion of 70 minutes?

No, a candidate is not able to end the first section before the first 70 minutes are up. However, he/she will be given an option to end the second section before the second 70 minutes are up. If he/she chooses to end the test before the full duration is up, he/she will be required to wait at test venue until everyone has completed their test.
