Actually the Question is not perfect. Here should be mentioned the "Version" (Version 4 & version 6)....

The reason it is 32bit

The reason is.

IP's are made up of 4 blocks of bits.

eq. 11110000 10101010 00110011 11001100

So that would make the above number something like

192 168 101 129

think of it this way.. Every IP on the ipv4 can be from 1.1.1.1 to 255.255.255.255 so you know their will always be 4 numbers seperated by a dot. In order to make the max number of 255 you need 8 bits. So add up 8.8.8.8 and you get 32!
