What is an initialization parameter file in Oracle?   

The initialization parameter file contains a list of initialization parameters.
It should be written in the client's default character set.
Oracle distribution medium provides sample initialization parameter files for each OS which are sufficient for initial use.
However, for performance reasons, the file could need modifications for database tuning.
The system needs to be restarted for the changes to come into effect.
